Over the years, ISTE, a nonprofit organization of education professionals with members from around the world, has developed a set of guidelines describing the skills and knowledge that educators and others need to move schools away from the so-called "factory" model of learning to the digital era. These are called the ISTE Standards.

For instance, the standards for Administrators describes five characteristics of leading admin, including "visionary leadership." (There are standards for teachers, coaches and students as well).

In addition, ISTE has codified 14 qualifications which it calls the Essential Conditions that it believes must be in place before a school or district can effectively leverage technology to support learning. These condition amount to a research-based framework for putting the ISTE Standards into place, and for implementing systemic change in either schools or districts.

In beta or prototype is also ISTE's Lead & Transform Diagnostic Tool, a free resource that aims to see how well a school aligns to the 14 Essential Conditions.
