A BLUEPRINT: Heather Staker of the Innosight Institute released a study (summary and PDF) of the Western Governors University which delivers degrees almost entirely online and where students earn their degrees when they pass a series of high-stakes assessments, no matter how long they've spent in class. There is an elaborate schematic of WGU's system architecture; it could serve, she suggests, as a reference point for K-12 schools keen to move from "seat-time" to mastery-based systems.
